For the US the rules can be slightly different for State/ County/ City. Just so that everybody gets a piece of your money! To be a wholesaler you really only need what is called a "fictitious business name". In other words just a name registered with (usually) your county. You have to pay the county a fee for them to search to make sure that nobody else in the county uses that business name.
Most states also require you to have a tax number (State Board of tax or whatever name they use in your state)
If you are working out of your hosue most cities also want their planning department to make sure you aren't breaking any rules. IE no 40' containers being dropped in the street.......lol If you have a warehouse that is not an issue!
Most important if you want to be a wholesaler keep every dang piece of paper that you can! and get a good accountant!
