I think you'll find that they mean to go to google and 'bid' on your keywords... this service is for people who have a website and wish to increase their traffic. Basically you tell them how much you are willing to pay per visitor to your website and that is the amount you have to pay them when people click that link. The link will appear in adsense units on other people's websites that are related to yours. Hope this helps :)

P.S. You can also bid for a higher position in the search results but that is not for adwords. Personally I have never used either service since I have pretty good rankings just from SEO (search engine optimisation)
