they ok for small buisness as they keep the costs down , i'm not a fan of paypal myself, as for the reason you stated,
I have a merchant account from Nova via Costco Wholesale (novainfo.com/costco). I'm an Executive member, so I have no statement/monthly fees. The base rate is the best out there for non swipes at 1.99% plus $0.27 per transaction. Non-qualified Visa cards go up to 3.36% so I like MasterCard better as it's always 1.99%. This averages out to about 2.5% for all Visa/MC transactions - but have no limits since I've been operating for a while and have history of taking large payments. Discover is a flat 2.0% plus $0.10 per transaction. ALWAYS sign up for AMEX/Discover seperately by calling yourself to negotiate rates - do NOT let your merchant setup these accounts for you. You will need to provide the AMEX/Discover account #s on your merchant application.
My AMEX merchant account (2.95% last year, now it's 3.5% due to lower volume) - processed $95K in one week without problem, but I had physical stock of the item and could provide delivery with signature by the time AMEX called me. Since then, they have never contacted me for delivery proof. Payment was never delayed.
I like using Google Checkout (espcially for bigger orders) - no fees until January 2008 with no real limits, other than each transaction must be $10K or less.
